Both Computers see each other, yet are unavailable to each other.

Both are on the same network, the network on the Windows desktop is set to private, and the mythical down arrow next to the Play button does not appear.

both logged into the same steam acct?

try using the steam link app for windows or other os
steam link for windows here

other os have their own subforum and sticky thread
linux, pi, mac, ios, tvs, android, meta etc..
