Just to add to the previous comments, the bots won't drop the deployable they otherwise would, if you already have it deployed. So if you happen to have an armor bag deployed and have zero armor, none of the bots will drop an armor bag. This however doesn't include pre-planning assets.

There is no cap, but since virtually all heists run a hidden endless assault modifier, bot drops cease after a few waves.

Yeah I noticed that, my friends and I often lose armor on purpose to trigger an armor bag drop sometimes. There's no cap to the amount of bags they can drop though, right?

Payday 3 bots only drop stuff during assault breaks, depending one what you're low on. Missing more than half your armor? You get an armor bag. Low on ammo and you get an ammo bag. Low health and you get a doctor bag. If none of those conditions are met they don't drop anything. Neither do they drop anything during endless assaults.
